Dubai Trade Licence

Your licence type follows from your activity — and getting it wrong causes problems later with banks, visas and tax. Here is how the categories actually work.

The main licence categories

LicenceCoversTypical holders
CommercialBuying and selling goods, trading, distribution, retailTraders, importers, retailers, e-commerce sellers
ProfessionalServices delivered on the basis of skill or expertiseConsultants, agencies, IT services, accountants, engineers
IndustrialManufacturing, processing and assemblyFactories, workshops, packaging and assembly operations
TourismTravel, tour operation and related servicesTravel agencies, tour operators, DMCs

Within these, specific sub-types exist — general trading and e-commerce being the two most frequently asked about.

Why the choice matters more than people expect

  • Banks compare your licence to your story. If the licensed activity does not match how you describe the business, the account application stalls. This is one of the most common avoidable rejection reasons.
  • Visa quota on mainland licences is tied to your premises and activity.
  • External approvals attach to certain activities — health, education, transport, food and others — and add time you should plan for.
  • Invoicing outside your activity creates problems at renewal, in audits, and increasingly under tax scrutiny.

Choosing correctly the first time

We start from what you will actually invoice for over the next two years — not just today’s plan — then select activities that cover it without triggering approvals you do not need. Adding an activity later is possible but costs a licence amendment and, occasionally, a bank re-review.

Licence fees vary by authority and activity. See indicative ranges on our business setup page, and note that a mainland licence also requires premises with Ejari registration.

Frequently asked questions

A commercial licence covers buying and selling goods; a professional licence covers services based on expertise or skill. Consultants and agencies normally need a professional licence, traders a commercial one. Some businesses genuinely need both, which affects structure.
Yes, through a licence amendment with the relevant authority. It costs time and fees, and in some cases prompts your bank to re-review the account, so it is worth mapping realistic future activities at the outset.
Free zones issue their own licences under comparable categories — commercial, service or professional, and industrial. The category names and permitted activity lists vary by zone, which is one reason zone selection and activity selection have to be done together.
